Role Overview
We are seeking a highly motivated and business-oriented Legal Counsel to join our Western Europe Legal team (based in Saint-Cloud, France).
The successful candidate will serve as the primary legal advisor for Portugal, providing comprehensive legal support to the local business while also supporting other Western European countries
The role requires a qualified Portuguese lawyer with strong expertise in Portuguese law, particularly public procurement and healthcare-related legal matters. The candidate must be able to work effectively in an international environment and collaborate closely with business stakeholders across multiple jurisdictions.
Key Responsibilities
Portugal Lead Counsel
Act as the principal legal advisor for Portugal on a broad range of legal matters, including:
- Lead legal support for all public procurement and tender activities in Portugal, including legal analysis, bid challenges, appeals, complaints, tender documentation review and interpretation of the Portuguese Public Procurement Code (CCP).
- Drafting, reviewing and negotiating commercial agreements.
- Advice relating to pricing, reimbursement and market access issues and regulatory requirements.
- Management of litigation, administrative proceedings and debt recovery matters.
- Support for strategic projects, business transformations and innovative business models.
- Review and implementation of corporate policies, procedures and governance requirements.
- Support the local Compliance Officer with guidance on legal requirements and the implementation/revision of local policies and SOPs.
- Insurance-related legal matters.
- Delivery of legal training to business stakeholders.
Regional Western Europe Support
- Provide legal support to selected Western European countries as part of the regional legal organization when needed.
- Support cross-border commercial projects and regional business initiatives.
- Contribute to legal standardization, best practices and continuous improvement initiatives across the region.
- Manage and coordinate external counsel where appropriate.
- Identify legal risks and propose practical, business-oriented solutions.
- Contribute to the digitalization of legal operations, including CLM tools, workflows, e‑signature, and AI‑supported legal processes.
Qualifications & Experience
- Qualified lawyer (Law degree obtained from a Portuguese university and admitted to practice law in Portugal and another European jurisdiction; dual qualifications are an asset).
- Minimum 5 years of post-qualification experience, ideally in healthcare, pharmaceuticals, or medical devices industry.
- The position will require regular travel to Portugal
- Strong knowledge of EU regulatory frameworks and in public procurement and tender processes.
- Excellent drafting and negotiation skills, with the ability to provide practical, business‑oriented advice.
- Full professional proficiency in Portuguese and English both written and spoken, additional European languages are a strong advantage.
- Strong interpersonal, communication, and leadership skills, with the ability to operate independently in a fast‑paced, international environment.
