Job Purpose

The Civil Engineering Manager represents BBVN in all architectural, structural, civil aspects in the construction project and involve in all phases of the project including but not limited to design, permitting and construction.

The role will involve in and manage the construction project and/or sub-project with respect to quality, cost and deliverables and in accordance with PEM and other applicable guidelines.

Key Responsibilities

Design Management

• Manage designer with respect to timeline and deliverables of each phase (concept, basic, technical/detail design, design for construction).
• Collaborate with other project team members and BBVN’s stakeholders to gather technical inputs for the designers.
• Reviews design outputs and track/follow up on corrections.
• Organize and conduct regular informal and formal design reviews with relevant stakeholders.
• Ensure proper documentation of final designs drawings.

Project Permitting & Completion Acceptance Management

• Coordinate and align among BBVN stakeholders and designers.
• Plan permitting acquisition in all mandatory aspects such as Fire fighting, master plan approval, EIA, Feasibility study report, detail design, construction permission, etc., and track progress against targeted completion dates.
• Coordinate and arrange (additional) inputs for designer.
• Respond to inquiries and information needs of authorities.
• Review and verify permitting input documents as well as the received permits.
• Ensure proper documentation of permits.
• Completion acceptance acquisition in all mandatory aspects on Fire fighting, Environment, Water, Power, Waste water, Telecom, construction completion, etc.

Construction Realization and Management

• Involve in the technical evaluation of potential contractors as part of the selection process and provide any other support to procurement team as needed.
• Track and supervise all aspects of the construction works related to Quality, Cost, Time, Safety, Environment/Health management complying to designs (related code), contract and pre-defined milestones and documentation.
• Pre-approve (where needed), inspect and accept works, and the construction work overall complying with final designs or related construction Code.
• Coordinate the construction technical issues between the Contractor and Designer.
• Coordinate with BBVN’s QM department for validation activities, in particular cleanroom related work packages.
• Support BBVN’s operation teams to take over the building and facilities.
• Support and provide inputs to Quantity Surveyor (QS) for variation management, progress claims, etc.
• Take care of authority inspections/approvals/acceptance during construction and after completion.
• Establish a Defect Liability Period system.
• Arrange and prepare handover and acceptance to building owners.

Qualifications

Education

• Bachelor’s degree or higher in Civil Engineering, Construction Management, Architecture, or related disciplines.

Working Experience

• 5–10 years of experience in industrial construction, at least 5 years as Civil Engineer.
• Proven experience in manufacturing facilities.
• Experience with design coordination.
• Strong knowledge of architectural, structural, civil, decoration.
• Experience managing the full project lifecycle: design, permitting, construction, and handover.
• Good understanding of Vietnam construction regulations, permitting, inspections, and authority approvals.

Nice to Have

• Preferably experience in manufacturing facilities of medical device or pharmaceutical projects including cleanroom environments.
• Experience supporting GMP/validation activities, especially for cleanroom-related works.

Skills

• Strong leadership, coordination, and stakeholder management skills.
• Effective problem-solving and decision-making abilities in complex project environments.
• Fluent in English speaking for technical and project communication.
• Competent in AutoCAD, MS Office, MS Project.
